ENGINEERING SURVEY FOR SUBSTANTIATING URBAN DESIGN: PROBLEMS AND PROSPECTS OF THE STATE REGULATION SYSTEM

Drawbacks in the area of legal regulation and standardization related to the performance of engineering re- search in the stages of territorial planning are considered. The aim of the study, the results of which are reflected in this article, was to find the ways to improve the governmental regulation in these areas of activity. To assess the current situation, the effectiveness of major regulations and standardization documents has been analyzed, and the overview of a number of publications has been carried out. As a result of the analytical stage and taking into account the strategic directions in the spatial development area, a number of measures have been proposed to improve the state-of-art, i.e., changes and additions to regulations, documents on standardization, etc. Implementation of the proposals should contribute to improving the security of territorial development and the comfort of living in our cities.
